The secretary for state for communities and local government, Hazel Blears has rejected Arrowcroft’s east Croydon regeneration plans.
Despite saying she supported the idea for a mixed-use redevelopment, she turned down the scheme based on breaches of transport and highway policies, retail development and open space requirements.
She expressed "doubts about its financial soundness" but agreed with the council the town centre was in urgent need of improvement.
Arrowcrowft had modified its plans throughout the process, but to no avail. Its proposals included a public arena and plaza, commercial property and housing.
Ms Blears noted the changes were so extensive, the developer had little choice but to resubmit a fresh application.
